Policies
From time to time, the board approves policies that fill in some details that are not explicit in the bylaws. These policies carry the same force as the bylaws; the only difference being that they more changeable than the bylaws themselves. All owners and residents of Hallmark Estates are expected to adhere to them and could face penalties if they do not.

The board is, of course, only a group of owners delegated each year to manage the corporation on behalf of all the owners. The board is authorized by and accountable to the ownership and the ownership from time to time may also provide direction to the board, limit or grant certain powers or stipulate requirements to serve on the board through owner resolutions. These resolutions are effectively owner-passed policies and will be listed here as appropriate.
